How to connect cities ? Glitched.

I've read other threads on here that say its as simple as dragging a road from one city to the edge of the city region and then a permission box will open asking if a connection should be made.

I've tried the above and nothing happens.... A road gets built and thats it. :/

I'm running SimCity 4 Deluxe Edition with the Rush Hour pack.

Hmm, well, without much to go on, I guess I'll ask the obvious: Was it actually a road and not a street? And did you try dragging slightly beyond the map edge to make sure it would connect? Also, can you connect anything else (freeway, subway, power lines, etc)?
