Ok here are some ways to make easy money.

1.Lower funding until you get more than you are spending
2.Take a loan
3.Increase Taxes (Not much or sims will move out)
4.Lower Expenses(Not all the way)
5.Download the money tree from the simcity 4 website and place it in your city

Ok here are the real ways of making money easily:

1. Zone land, quit a bit of land, but not too much, and make good connections between job and home.
2. Don't lower the taxes, and don't take a loan
3. Micro-manage the fire stations, as that is the only building you will need in the start.

If you follow these three rules, you'll see a dramatic increase in available funds. I have experimented a lot on this, and I know my stuff when it comes to money-making. Money quickly comes in the millions after few years if you do what I do, but it does come at the expense of the sims, as they won't be having all too good lives. "Poor prospects" only last for some 20 years at most, so don't worry about your sims.
