The city I'm having the most trouble expanding on accounts of small land area is also my biggest, and it has a lot fewer residential zones than my larger, non-waterlogged cities.

How is it that in a city where the pollution from my industrial sector is pretty much covering the entire city, medium- and high-wealth residents and medium- and high-wealth commercial office are taking up spots in the city, in extremely polluted areas?

Does it have to do with running NAM?
