How do I enlarge my city's borders??

I guess this is the right forum to ask this(sorry, I'm new). I want to make one big city with some suburbs, but the regions I get have a whole bunch of little cities and no main one. How can I move my city's borders??

The tiles in the Region are random - keep generating the tiles until you get a configuration that's to your liking. Terraforming can solve many problems - but the squares themselves are generated at the beginning.
