My city has stop.

So I have a total of 10 cities. 6 are small, 3 are in the middle, and 1 large. Now all 9 cities have about 100,000 give or take but right around there. Now my large city has about 300,000 and the problem is its only 35% filled and everytime I zone for more nothing grows on that land. My demand is way up there. The only mods I use it the traffic simulator, nam, and collaso (spell?). Do I need more regional growth before it grows more?

Sometimes the major-most city will stall because the lesser ones need to expand with low-wealth, industrial zones. Could you flip up some images of the region, and specifics like taxes, demand, and other things in your city-hub?
