How can we legislate??

I am from Thailand, and I just started to play this game last week.

I have read many information about this games (in Thai language). And I see somebody wrote that we should legislate some law to make our city better.

But I don't know how can we manage the law, or I just raise tax, that means I adjust a law or something ??

If by law you mean city ordinances, go to the budget screen, and you will see a list of the income and expenses for your city. Read through and click on things in this list and you will find these ordinances that can do all sorts of things, from keeping crime down to making education better and keeping your city clean. The budget screen is also where you can access taxes (which don't require a special ordinance to activate, btw).
