No, I don't think so. Unless there is a cheat for it, but I haven't heard of it. I also doubt there are any modds for it either.
Why would you need this? ^_^
RoyA, it could be interesting to like, make a village and THEN start the time, like you're already starting with something. Sort of like quick-start.
Hey, that would a baller idea in Simcity 5!!
In SimCity 4, you can. There's an Obliterate City tool, but I wouldn't want to do that.
But in SimCity 3000, you can't.
