It took me a really long time to figure out this revenue generation model. I now frequently put tool booths on roads leading to ferries on my island cities. Its a great way to double dip. Even on my really big cities with bus and subway systems, I can frequently get them to run surpluses on the transportation budget.

um, I have a problem. How do I get the toll booths to face sideways instead of just up-down?
Use the "home" key to rotate tiles, buildings, etc. before placing them.
